A survey - Should bidders have the right to inspect the parts of bids where qualification is proved, or inspect the request to participate, of other interested bidders in the same public procurement?

The Expert Group of the Platform for Transparent Public Tenders met Feb28 to discuss to what extent Platform's 39 measures to increase transparency and efficiency of public procurement have been reflected in the amendment Act on Public Procurement drafted by the Ministry for Regional Development.

One of the issues debated by the group was the question whether bidders should have the right to inspect the parts of bids where qualification is proved, or inspect the request to participate, of other interested bidders in the same procurement proceedings. This would also include the power to make copies of and excerpts from these documents.

 

(This measure aims to address the problem of requests for disclosure of information and documents relating to the procurement process.)
