The White Paper is a governmental strategic document that is to be finalized and submitted to the government by December as a base for the reform. The focus of the document, as the focus of the reform, is financing of universities. If it is passed by the government, the general principles and a paragraphed version of the relevant acts and amendments will be drafted by a joint efforts of Ministry of Education, Ministry of Finance and Ministry of Labor and Social Affairs.
